Billy Chan

Billy Chan is an MPP candidate at the Yale Jackson School of Global Affairs. His work at Yale focuses on examining humanitarian fallout in places devastated by conflict, delivering alternative means of education to communities living in such areas, and exploring the economics of war and reconstruction.
Before Yale, Billy served as a Peace Corps Response volunteer in the Republic of Georgia, where he collaborated with local communities impacted by regional conflicts, including the Russian-Ukrainian War and the Nagorno-Karabakh crisis. In this role, he worked on capacity-building projects to enhance educational access and organizational resilience. Through NYU’s Global Scholars program, he was able to study at NYU Shanghai, where he explored China’s strategic expansion of the Belt and Road Initiative into Europe, along with the international trade economics of semiconductors. He is fluent in Mandarin Chinese and is doing his best to bring his Russian up to speed.
