Dilmurod Rakhmatov

Dilmurod (Murat) Rakhmatov is a Master of Public Policy candidate at the Yale Jackson School of Global Affairs. His work examines how post-Soviet states in Central Asia build and govern artificial intelligence systems, and what happens to data sovereignty when those states depend on foreign technology they do not control.

Before Yale, he served as Chief AI Officer at Uzbekistan's Ministry of Construction, where he designed and deployed ShaffofAI, the country's first government AI platform, now used by more than fifteen state agencies. That work produced the questions he now studies: who owns public data, which regulatory models a country adopts and why, and how transparency tools reshape the relationship between citizens and the state.

He is particularly interested in how European regulatory frameworks travel eastward, how the GDPR and the EU AI Act shape law and practice in Central Asia and the post-Soviet space, and where borrowed rules break down in different institutional settings.

He is the author of the first artificial intelligence textbook published in Uzbek and has written on AI regulation and open data policy in Uzbekistan. He spoke on data sovereignty at TEDxAUT Tashkent.
