Ethan Chiu

Ethan Chiu is a Master of Public Policy student at Yale’s Jackson School of Global Affairs whose research examines technology policy, economic security, and international political economy. His thesis investigates when semiconductor export controls produce durable technological constraints and when they accelerate domestic substitution. His interests in European studies center on Europe’s role in international technology control coalitions, transatlantic policy coordination, and the relationship between industrial competitiveness and national security. Through the Yale Digital Ethics Center, he has conducted interviews and archival research across the United States, Europe, and Asia on semiconductor production, labor, and migration.
