Ethan Chiu

Ethan Chiu is a rising senior at Yale University studying Global Affairs and History. As a Director’s Fellow at the Yale Digital Ethics Center and a research program manager for Dr. Rush Doshi at the Council on Foreign Relations, he investigates the intersection of technology, national security, and labor policy. His research focuses on the implications of biotechnology for nuclear security, exploring asymmetric threats and deterrence strategies. Ethan has previously interned with the Department of Defense, Brookings Institution, and American Red Cross, and is committed to advancing public policy that strengthens democratic resilience and technological leadership.
Ethan’s project examines the intersection of biotechnology and nuclear security, focusing on how advancements in synthetic biology could influence deterrence strategies. As biotechnology becomes increasingly affordable and accessible, non-state actors and state-sponsored groups may exploit it for asymmetric warfare, raising critical policy questions about nuclear response and proportionality. Through his summer internship at the National Security Commission on Emerging Biotechnology (NSCEB), Ethan will analyze the strategic implications of biotech threats and contribute to policy recommendations for the Commission’s final report to Congress. His research aims to assess whether current nuclear deterrence frameworks adequately address the evolving risks posed by biotechnology.
