Explainer: Marginalized Coastal Communities & Development

Marginalized coastal communities are often most exposed to pollution, flooding, and economic insecurity, yet have limited influence over development decisions. Coastal projects—from tourism and waterfront redevelopment to climate adaptation infrastructure—can raise land values, restrict access to resources, and displace long-standing residents. More equitable coastal futures require meaningful participation, recognition of traditional knowledge, and enforceable benefit-sharing in planning and governance
