In Fall 2025, Noah studied abroad in Freiburg, Germany, where his academic research centered on comparative education policy in Europe. His work examined contemporary challenges facing European public education systems, drawing parallels with the United States to consider how transatlantic policy adaptations might strengthen democratic participation and civic trust. Noah’s broader research interests include European democratic backsliding, institutional resilience, and transnational governance, with a particular focus on how historical and social conditions shape the future of democracy across the continent.
